Glass Pool Fence Guide for BC Homes: Rules, Options and Cost

A glass pool fence is a barrier of glass panels around a pool, with a self-closing, self-latching gate. Tenmar's glass pool fences use 12mm glass. In BC, the height and gate rules for a private pool fence are set by your city, and they differ: the City of Vancouver requires at least 1.5 m, while Surrey and Abbotsford require about 1.2 m.

Do You Need a Fence Around a Pool in BC?
Yes, in Surrey, Abbotsford and Vancouver, for pools above a set size or depth. The rules come from your municipality's pool by-law, not the BC Building Code, so the size of pool that needs a fence and the fence itself vary by city.
Surrey
Surrey's pool fencing by-law applies to private pools "having a surface area exceeding one hundred and fifty (150) square feet and a depth of more than eighteen (18) inches" (City of Surrey, By-law No. 4450). Every such pool must be enclosed by "a sturdy fence not less than four (4) feet in height with no openings greater than four (4) inches in their least dimension."
The gate must be self-closing and return to a locked position, with a spring lock "not less than three (3) feet, six (6) inches above grade" that "can only be opened from the swimming pool side of the fence." Where only the pool area is fenced, the pool must be "open to full view through the fence."
Abbotsford
Abbotsford's by-law covers private pools with "a surface area exceeding 9 m2 (100± sq. ft.) and a depth of more than 600 mm (24± inches)" (City of Abbotsford, Bylaw No. 375-97). The fence must be "not less than 1200 mm (4± feet) in height with no openings greater than 100 mm (4± inches)," and designed so that nothing on it will help someone climb it.
Gates must be self-closing and return to a locked position, with spring locks "not less than 1050 mm (3± feet, 6± inches) above grade, which can only be opened from the pool side of the fence."
City of Vancouver
In the City of Vancouver, pools "greater than 450 mm deep shall be enclosed within a sturdy fence no less than 1.5 m in height, with no openings in it greater than 100 mm, and with no member, attachment, or opening located between 100 mm and 900 mm above ground level which could facilitate climbing" (City of Vancouver, Building By-law 2025, Volume 2, Article 9.8.8.1).
Access points need a self-closing gate "secured by a spring lock located no less than 1 070 mm above grade, and only openable from the pool side of the fence."
Other cities
Other municipalities set their own rules. Check your city's pool by-law before you plan the fence. Tenmar installs to your city's pool fence rules, and your building department has the final say.
How Tall Does a Glass Pool Fence Need to Be?
It depends on where you live. The City of Vancouver requires at least 1.5 m. Surrey requires at least 4 feet, and Abbotsford at least 1,200 mm.
All three cities limit openings to about 100 mm (4 inches), require gates that close on their own and lock, and set a minimum latch height, with the gate openable only from the pool side. A solid glass panel has no openings, so check the gaps between panels and at the base. In Vancouver and Abbotsford, also check any spigot, clamp, post bracket or hinge that could act as a foothold. The building inspector makes the final call.
Permits and Inspections
Permit rules also vary by city. Surrey says "the installation of a swimming pool requires a building permit when the pool has a surface area of 14m² (150ft²) or greater and a depth of 450mm (18 inches) or greater" (City of Surrey). The fencing by-law's own size trigger is slightly different: more than 150 sq ft and more than 18 inches deep. In Abbotsford, a pool that is wholly or partly below ground needs a building permit, and where a pool needs one, the required fencing must be inspected by the Building Inspector before the pool is filled.

Frameless vs Semi-Frameless Glass Pool Fences
Both systems use 12mm glass panels, and the choice comes down to the look you want, your site and your budget.
Frameless: spigots with no visible posts between panels, for a clean, unbroken perimeter. Spigots are glass clamped in pairs of surface-mounted spigots. A base shoe, glass mounted in a continuous channel, is another option where it suits the site.
Semi-frameless: aluminum posts spaced a maximum of 42 inches apart, which adds flexibility for grade changes and irregular pool shapes.

Gates on a Glass Pool Fence
The gate is where most pool rules focus. Every Tenmar glass pool fence uses self-closing, self-latching gate hardware as standard.
The latch height and the side it opens from come from your city's by-law: at least 3 feet 6 inches in Surrey, 1,050 mm in Abbotsford and 1,070 mm in the City of Vancouver, openable only from the pool side. Gate positions are recorded at the site visit, along with the panel count and post spacing.

Caring for Glass Near a Pool
Glass near a pool needs regular rinsing and cleaning, and the hardware needs a look now and then. A simple routine keeps it clear.
Rinse with fresh water to remove splashes and dust before they dry on the glass. A soft garden hose spray is enough; avoid pressure washers.
Clean with a little mild dish soap or white vinegar in warm water, using a non-abrasive microfibre cloth or sponge.
Dry with a squeegee to prevent water spots.
Check the hardware for pitting or discolouration around joints and bolts, including the gate hinges and latch.

How Long a Glass Pool Fence Takes
Plan the measurement in winter if you want the fence in for summer. Frameless glass takes 6–8 weeks from measurement to completion. For semi-frameless, the posts are installed within 2 weeks, followed by glass installation in 6–8 weeks.
